Which one should you use?

One-time actions usually belong in Discord commands. /ban, /userinfo, and /poll are examples.

Settings that change future server behavior usually live in the Dashboard or in a related setup, configure, or set subcommand. Ticket configuration, AutoMod, invite notifications, leveling settings, and automations fall into this group.

If a feature supports both surfaces, both refer to the same server feature; check that feature's guide for which fields are shared.
